What the Electric Submetering Notice Means

Stellar Management buys electricity in bulk and sells it to us based on how much our meters show.  That is SUBMETERING.  (We do not have accounts with Con Edison no matter what the telephone marketers tell you.)

Some Law Governing Rent Regulation Has Changed - for the better


The NYS Department of Housing and Community Renewal (DHCR), which oversees rent regulation in the state, has just enacted new and better provisions to the RENT STABILIZATION CODE (RSC).  
These regulations interpret the rent stabilization statute (for our building those statutes are principally the Rent Stabilization Law of 1969 and the Emergency Tenant Protection Act of 1974).  

So the Central Park Gardens Tenant Handbook has been modified, as has the advice to new tenants on "How to Get Your Apartment Back Into Rent Stabilization."

Tenants paying higher % of income in rent as affordable housing supply drops

The Community Service Society has issued a terrific report, "What New Yorkers Want from the New Mayor: An Affordable Place to Live" that points out
  • Rising rents wiped out income gains as the recession ended
  • Nearly 400,000 affordable units were lost from 2002 through 2011
  • Bloomberg's PlaNYC did not include affordable housing at all.

Sad News: Anne Rotberg

The Central Park Gardens Tenants' Association mourns the death of our dear friend and ever-cheerful neighbor Anne Rotberg, who passed away on January 1, 2014.

The funeral service is 
Thursday, January 2nd, 2014 at noon at the


Plaza Jewish Community Chapel

630 Amsterdam Avenue at 91st in Manhattan.

Shiva (receiving mourners at home):  
Monday, Jan. 6 and Tues., Jan. 7 in Anne’s apartment, 11R,   
from 1 to 4 PM, and 7 to 9:30 PM.

We extend heartfelt condolences to her daughters Gail Kleinman, Karen Lipke, and Arianna Tosto, and son-in-law Joe Tosto, and their extended family.
